I want to apply a customizable sequence of filters to an image area to grow a Vector describing an image

Recognize any category eg person in an image using deap learning or some other means, and then in that segmented area be able to perform another filter eg on color clothes of person. This allows me to put eg 2 pieces of information dynamically together to grow a Vector describing an image.
