how to create a wvd with negative frequencies and times

I am trying to generate a wvd of a gaussian distribution centered around zero with time -1 to 1 and frequency -10hz to 10hz, but I am not sure how to generate negative values for frequency. When I use negative times it automatically gets shifted so my plots show times 0 to 2 when they should be -1 to 1. What do I need to do to make this happen?
