How to modify 3 phase OLTC in SIMULINK to control voltages of all 3 phases separately in an unbalanced system?

I have an IEEE 13-node feeder and since it is an unbalanced system I would like to control the voltages of all 3 phases separately. I read some papers online and a couple of people have done it but i cannot figure out how.
