Description
Jx = constturnjac(state)constturnjac returns the Jacobian
                    Jx with respect to the input state,
                    state. Constant turn-rate mean that motion in the
                    xy-plane follows a constant angular velocity and motion in
                the vertical z directions follows a constant velocity
                model.
