Undefined function 'msresample' for input arguments of type 'double'

A user is running the following command:

msresample(MZ,Y,10000,'RANGE',[2000 11000],'SHOWPLOT',true);

It should call up the Bioinformatics Toolbox.

He gets the following error:

Undefined function 'msresample' for input arguments of type 'double'.

The user is running Matlab 2013a on Red Hat 5.3
