Why can't I choose an export that depends on Unreal Datasmith?

I tried to export using Unreal Datasmith in RoadRunner 2022b and got the following message.

"Datasmith plugin could not be loaded"

CARLA is installed on a different computer to run on the server, and neither CARLA nor Unreal are installed on the computer where RoadRunner is installed.

Do CARLA and RoadRunner need to be installed on the same computer?

This site also mentions to enable the plugin udatasmith from Unreal engine itself first in order to export to the .udatasmith file format.
