In Introduction to Assignment Methods in Tracking Systems, this formula for Cost calculation is given: 
. However, personally I have verified and using this formula I generally get the cost of an order of magnitude greater than that given in cost matrix computed by trackerGNN. Can somebody explain what is going on?
