what is the requirement o fprediction in matlab , is there any need for history data?

what is the requirement for the prediction in Matlab , is there any need for history data? i want to predict variable price of surplus power and the price depend on the surplus power and i don't have any price as a reference cos the price is flat (0.07$/kwh)

this is not a matlab question but a general question which I must say baffles me or I do not understand it. How would you want to predict something variable if the reference is a constant. Do you have any kind of model available that could predict this variance? If not, how do you see a varying price in the future if now it is constant?

u are right , i have flat price for power and i want to generate price depend on the power quantity , which means that if there is huge surplus power the price is low otherwise the price is low , note that i have to values for low and high power so i need to generate the variable prices regarding those prices
