How Do I find out a specific weight number in a row of matrix?

I don't understand the question. Specifically,
  • You sort of put the question in the title, so it is badly formatted and impossible to interpret
  • The matrix A doesn't seem to be a valid matrix at all
  • What do you mean by "weight number"?
