How to Expand the matrix by considering it be equal size of image and scale it

How to Expand the matrix by considering it be equal size of image and scale it ..?

I have a numeric matrix which contains a ascii values of str 'Hello' .. Now I want to read an image and Expand the matrix by considering it be equal size of image and scale it .. Please help
