Why does MATLAB freeze for minutes when I click 'publish' within Editor? (Windows 10)

In Ubuntu 16.04, from within the script editor window I would click 'Publish' and it would take ~7 seconds, a Figure window would appear then disappear, then the MATLAB Web Browser would open showing the published HTML file.
In Windows 10, the cursor turns into an hourglass within the Editor window, and MATLAB appears frozen. The Figure window appeared (empty) same as in Ubuntu, but nothing else happened. The cursor is normal outside the Editor window. I close the Figure window, thinking maybe if I close the Figure window MATLAB Editor will unfreeze and the publishing will finish. The cursor remains an hourglass when placed within the Editor window and I keep waiting. I assume it's crashed, since nothing seems to be happening (and I've had hundreds of problems with Surface Pro 4 Windows 10) and I come here to write this report.
While writing this, the process finished successfully: Web Browser opened and the html file has been created.
Is this behavior normal? This Dec. 2015 Surface Pro 4 has an Intel i5 2.40 GHz 2.50 GHz (?) processor, 4 GB RAM, 64-bit, comparable to the 2011 sony vaio laptop running Ubuntu, yet seems to have far more trouble publishing the HTML file, making me think it had locked up interminably ...

Hello, I have found the more outputs the function is writing, the longer the publishing takes. This time appears as freezing on my computer, but after a while the pdf is produced. Hope this helps
