how to generate function of an ellipse?

I know centre (x,y), semi-major and semi-minor axia(a,b) and the orientation of the ellipse (angle). How do I generate the function of the ellipse because there is an orientation involved in it.

There is a function to draw such an ellipse in Matlab if you have the PDE toolbox, pdeellip(xc,yc,a,b,phi)
