can't open object with visa('ni',​TCPIP::ins​trument IP address::INSTR)

checked with instrhwinfo return with 'ni' adaptor, followed by create visa object with tcpip address. subsequently open object with return msg: object not available.
instrument IP address in gray and DHCP was on.
what is missing? the setup? how to access instrument with IP address? IP address 10.14.51.149.
please help and thanks
