Random coordinates for siteview

hi ..

i want to generate random Rx locations inside a location with lat and long and then save them in a matrix name the site and its lat & long

i tried useing rand() but couldnt make it work for my project

perhaps extract the list of locations that are inside the desired area, and then pick one at random?

or is the question about finding the closest named location? if so then closest in what measure? For example does water act as a barrier?
