Image Quality Assessment of Radar Images

I am working on despeckling radar images and I am looking for an image quality metric that is not dependent on the initial image. For example, MSE and PSNR are relative to the original image. From what I understand, these basically tell you how different two images are. I am simply looking for a general image quality metric to quantify image quality. Any thoughts?
