Question Regarding DMRS for PDCCH

Acc to TS 38.211 section 7.3.2 the dmrs symbols generation require cinit. But in matlab we are taking account of CCE- indexing and BWP and taking indices.
So my questions are
Do we need to take account of CCE to REG mapping and BWP for just generating DMRS symbols.
And why are we taking PRB Indx concept for generation DMRS symbols?
