MATLAB engine and C++

If I am using the MATLAB engine to link MATLAB and C++, and I am making a .exe out of the C++ file. In order to run the .exe on a different computer what is needed? Do I need MATLAB to be installed on the computer, or does the MCR have to be installed?

From the documentation:

You must use an installed version of MATLAB; you cannot run the MATLAB engine on a machine that only has the MATLAB Compiler Runtime (MCR).
