I have difficulty to install Matlab to my PC whose os is Windows 7

I tried to install Matlab 2021b on my PC whose os is windows 7. During the installation, the following error message appears

"there is not :\Windows\system32\regsvr32.exe"

After the installation, the Editor window does not work properly. That is, it does not show anything, even though I click a .m file in Current holder. Also, I click 'New Script', I cannot input anything.

How to fix it?

I doubt Windows 7 is supported for R2021b. You're probably on your own to fix this.

For reasons unrelated to Matlab you should consider moving to Windows 10, or making sure that computer doesn't connect to the internet.

It looks like that file is not included with WIndows 7, but that you can download it.

Matlab 2021a is supported for Windows 7 sp1:

Maybe they finally ended support for W7 with R2021b? Or this might be a pre-release bug.

My Windows 7 OS is 64 bit.

Matlab does not support 32 bit versions since R2015b anymore. So it does not matter, if your Windows 7 is 64 bit, but if you have installed its SP1. Win 7 and Win 7SP1 have many differences.
