Allan deviaiton curve with optional phase cycling

This function calculates the allan variance as a function of number of samples averaged. Optionally, it allows to cycle though the phases of the starting point. in certain circumstances this is a more proper treatment of the data as is averages over certain artefacts which can arise from the choice of the starting point.
