Simple way is OCR(Optical character recognition).

There is no OCR toolbox in MATLAB. You'll have to write your own or else adapt something similar someone else has uploaded to the File Exchange. It will not be simple for characters that look as poor as yours.

On the edit - that image would be a lot easier.
