What is the best approach to normalize the image??

Hi, I am trying to generate some ground truth (Label) image for developing a deep learning algorithm to reduce the noise and enhancement simultaneously. However, some parts of the image are really affected by noise and artifacts. Please can you suggest to me what is the best way to normalize the image. I have previously applied median/mean/gaussian filtering, BM3D, NLM denoising approach. Please find the attached for a sample of image.

sir, may be use some fft and filters to process.

For normalizing, try rescale() or mat2gray().

For denoising, I'm sure those techniques you tried should have worked.
