Scatter diagram Wave height vs, peak period table construction for riser fatigue damage estimate, based on sea states

Hi, hope you all do well in this new year

I'm very new on the comunity and on the topic

I'm working on offshore System Reliability, and based on Wave height and peak period f(Hs,Tp). How can I build a table of the scatter diagram and estimate the weights that relates Hs vs. Tp. It may enable estimation of the fatigue damage of the production risers, the failure probability due to fatigue and lastly, tell the riser reliability.

I've no clue on how to build that table on MatLab.
