Install license 2021b

There is no LMtools or etc directory, I have the new file and installed 2021b I coppied the damin line to the license file but when I activate it says it is good but the program will not run and I get a license error?
I thought I finally had this proccess down but the new version does not do it the same way, frustratting for sure.
