i want to set x-axis to be in Pico seconds , how to do that

ok , great is there a way to remve the (10e-12) and set it in the xlabel (ps)

If you do the above, then you would not adjust ax.XRuler.Exponent.

@Hagar Hendy, I'm sorry I did not read your question carefully. Here is a better answer. It is better because it computes and plots a histogram, like your figure.

x=1e-11*randn(1000,1);  %1000 samples with mean=0, st.dev.=1e-11
figure;
subplot(2,1,1), histogram(x); xlabel('Time Difference (s)')
subplot(2,1,2), histogram(x*1e12); xlabel('Time Difference (ps)')

Try that.
