Why I can't add a new property?

You can add a property by clicking "Property" on the toolstrip under the Editor tab within App Designer.

yes I know but there is something like a lock on it

You may have something wrong with your code. Are you missing an "end" in one of the sections of your code? Do you see any orange squiggly lines in your code?
