"A system is strictly proper IFF the state space realisation is minimal" : Is this statement true?

Suppose we have a minimal state space realisation for a transfer function that is strictly proper. Can we say that since the realisation is minimal, the underlying transfer function will always be STRICTLY PROPER?
Does it go the other way? Does the IFF property hold?
