Why does a compiled APP installer need an internet connection when the MCR is available?

I built an installer using the Compiler GUI and set it to get the MCR from the web. The MCR is already installed on the target computer which does not have an internet collection so the installation fails. How can I fix that?

Is it the same version of MCR and the same 32 bit vs 64 bit that is already installed? In theory it should not need to check the web if it finds MCR already installed.
