Please ask the sales team of MathWorks to sell you such a key.

Visit https://www.mathworks.com/licensecenter/ . Click on Activation and Installation. Click on the appropriate hostid. To the right there will be a field to click to Get License File.

This assumes that the software is registered to you. MATLAB is not transferable (except in the case that you buy an entire business and MATLAB licenses are one of the assets of the business.)
