I think you will need to contact Mathworks Support or Sales for that.

If, hypothetically, a professor or lecturer was to require MATLAB as part of a university course, then depending upon the country and jurisdiction, the professor may need to take into account various laws regarding provision of service to disabled individuals. It could hypothetically be necessary in some jurisdictions to offer proof that the needs of (for example) blind students had been taken into account. A professor or lecturer might then wish to have an official statement from a vendor that the vendor has taken steps to ensure that screen-readers function well with the product, or that the software can be used by persons with restricted mobility such as those unable to use a mouse effectively. If any statements along these lines have been made available by Mathworks, it would have been by Mathwork's legal department, and either Support or Sales should know where to find whatever is available.
(I have no idea what accommodations would be appropriate or legally necessary for course work that would normally use plotting.)
