Diesel engine governor transfer function

Now I am studying model on simulation on simulink example "Emergency Diesel-Generator and Asynchronous Motor"

There is a transfer function of Diesel Engine Governor.

I want to know how to obtain the transfer function.

I can not find any information about the transfer function

So I hope you to let me know how to get the transfer function about governor
