Is baseline test valid in case of discrete systems or are they valid only for plant models (where PI controllers or tunable parameters is present) ??

In mathworks website the examples given for creating baseline test in test manager have tunables parameters with in the model itself.So, baseline test is done. My doubt here is that does baseline test valid for normal subsytem with only inports and outports but no tunable parameters ?
