load flow cannot converge, data error for 9 bus ieee network (edited)

I am using the ieee 9 bus but i have changed it a bit to turn it into a generation, transmission then distribution network. when i tried to do the load flow, it says that there is a data error and load flow cannot converge. i have tried to change the line data, generation power, but nothing seems to work. Does anyone know what to do for this problem?
