how do we select the bst number of hidden neurons and tapped delay lines for a NARX model?

is there a generally accepted or best way of selecting the number of hidden neurons and tapped delay lines to ensure an optimal learning of a Narx model for time series prediction. the number of exogenous input and target input are few (69 time steps).
