Cannot add reference to xpcapi.dll in .net application

I am trying to build out a real time application in C# .net, wpf based on these examples. in VS 2013. I cannot add a reference to xpcapi.dll. I get the error
"A reference to [...]\xpcapi.dll could not be added. Please make sure that the file is accessible, and that it is a valid assembly or COM component.
Since I haven't been able to get the application to compile, yet, I don't have much more information than that. Any help would be appreciated.
