In MATLAB neural network toolbox, with tapped delay, how are the weights arranged?

The help file for IW in Neural Net says: It has as many columns as the product of the input size with the number of delays associated with the weight: net.inputs{j}.size * length(net.inputWeights{i,j}.delays)
However it does not mention the order of the weights. If my delays are 1:4, what would be the index of weight corresponding to input i at time t-1?
