I have the exact same problem. After a few minutes 'loading' it stops, prompting the following error:

Hi Hatem, Tobias,
This does not look familiar to me. Please contact MathWorks support so that they can diagnose and resolve the issue and we can publish the solution.
Thanks, Jared

I also have the same problem except the error message.
When I open or create a live script, the "Loading..." text always remains in the middle of the live script pane. I can create, save, and run the live scripts properly while the "Loading..." text is on the screen.
This problem was present in MATLAB R2016a on two different computers I have, and it continues in R2016b and R2017a. My startup.m file is empty. I reset the MATLAB path, but the issue persists.
I think the problem is related with the Chromium process that MATLAB uses to display the .mlx files in the Editor. I don't have any problems with the Help window, which also uses Chromium as I know.

Change your region to United States from Windows settings. Than restart your PC. I've solved this problem in the same way, but the normal script files naturally do not recognize characters like {ç, Ç, İ, Ö, ö, Ü, ü, ş, Ş}.

I think i've found a workaround.
Change your region to United States from Windows settings. Than restart your PC. This worked for me. Hope it helps.

I just made it. This problem has been solved when I change the position and change the time settings. Thank you so much.

I also have the same issue, even in a clean-installed R2018b.
I figured out that changing date&time format to US in Windows Control Panel immediately works for me without restarting the PC.

I solved the problem by opening the script with an older Matlab Version (2016). I copied the content to a normal script - and i leave the live script behind.

What worked for me was changing the DNS address from the local router to 8.8.8.8 and 1.1.1.1
Hope this helps!
