error encountered in mathlab 2009b 25 licenses. The 25 units not able to access the SimpowerSystems toolbox. Error encountered "Not Licensed to access this block"

The information provided is not yet enough for a full solution. Right now, I can only say, that each product you or one of your users need to access, needs to be licensed, Simscape Power Systems is one of many MathWorks products and it comes with blocks to be used in Simulink models.

Please run

license('test','Power_System_Blocks')

It should return "1".

Yeah i run it on the command line it returns 1. I have 25 licenses, but only 10 units was able to access the simpowersystems under simulink.
