Creating custom PIL

Hi, while creating a custom PIL..it says , for communications protocols e.g.USB I must supply an appropriate shared library for the host side of the communciations link as well as the target side drivers. What does it mean by this? I am trying to communicate between simulink and Tricor board via PLS debugger.
