Why can't I use my neural network toolbox even though it is installed?

I have installed and verified that I have the neural network toolbox using the "ver" command.

However, when my script calls a function from the neural network toolbox, I got the following error message:

ERROR: Error using cnn_classifier (line 27)
The function requires Matlab version 2017b (9.3) or later, Neural Networks toolbox version 2017b (11.0) or later, the Neural NetworksToolbox(TM) Importer for TensorFlow-Keras Models.
