How do I index this array?

I need to produce an array (C) from A and B listed below, but C (the new array) must have these numbers:

end

How do I do this?

A and B have the numbers to make C. The question on my paper is asking me to produce matrix C from A and B

This is just a bunch of indexing of arrays like A(2:3,1) along with using [] and some comma and semicolon and a .' or two.
