Can I publish a plot with the plot tools?

I would like to publish plots of data for other engineers at my company to see. Can a plot be published to html in such a way that the plot tools (zoom, pan, hide/unhide traces, etc.) can be used from the html file, even if the one viewing it doesn't have Matlab installed?

No. HMTL does not offer such features.
If you have a license of the Matlab Compiler, you could create a tiny Matlab program, which only displays a fig file. Then you need to install the MCR runtime only on the computers which does not require to buy a Matlab license.

I did not work with the modern App Designer yet. Maybe it offers a way for distributing stand-alone figures. Wait, if someone else posts a corresponding answer.
