Where to get old MS Visual C++ compiler?

Each Matlab version allows certain compiler versions. In my case, I have Matlab 2016b so I need to use MS Visual 2013, see Supported Compilers.

However, I find it difficult to find a download link for the 2013 MS Visual C++ compiler. Has anybody found a way to get that?
