How do users validate a license

I am trying to transfer features between two licenses. One of the license says it hasn't been validated. I had the user start Matlab, go to help and update the license but the license still reports it isn't validated on the Mathworks web site. What does the user need to do in order to validate the license so I can transfer features to another license?

I'm having this same issue lately.

Nothing I do seems to resolve it on any of my user's machines.
