hello, is it possible to simulate an FPGA as a block then writing the VHDL code within it and connect it to the dc-dc converter via ADC and DAC?

While it doesn't come with all licenses, it sounds like you want the HDL Coder blockset. It has a collection of Simulink blocks that can generate HDL from your model.

You can use Simulink blocks to model and simulate your algorithm and use HDLCoder to generate VHDL/Verilog from the model. You can simulate the generated code in a HDL simulator (such as questasim, incisive or vcs) and deploy the generated code on an FPGA board after synthesizing the generated code to a bitstream (using tools such as vivado, quartus prime).
