TBCC code demo in matlab

any one know how is the decoder work in the TBCC demo simulink model in matlab, i saw the signal is duplicated before entering the viterbi decoder(why is duplicated?). and what is the benefit of the block (select bits) after the decoder? if i want to know the delay of the signal, how can i find it?
