Why do I receive "A SERVER line could not be found in your license file" when performing an installation?

When I try to install MATLAB I receive at 99% the following error message: 
ERROR: A SERVER line could not be found in your license file. You will have to manually edit the SERVER line in C:\Program Files\MATLAB\R2018b\licenses\network.lic

This error occurs when the user has chosen an unprocessed license.lic within the installer or the “installer_input.txt” for silent installation.
To resolve this issue:
If you are an end user on the network license, contact your administrators and request a copy of the license.dat used by the licenser server.
Once you have the license file you can activate MATLAB or manually edit the SERVER line in C:\Program Files\MATLAB\R200XXx\licenses\network.lic file with the SERVER line information from the license.dat file. 
For Silent Installation, the license file specified in the licensePath flag needs to include the server information. The processed license file can be retrieved from the $MATLAB/etc folder (license.dat) or the following lines can be added manually to the license.lic:
Linux & Mac OS X
SERVER {hostname} {HostID} 27000
Windows:
SERVER $Hostname $HostID 27000
