MATLAB/Simulink package for Arduino Mega 2560 R3 and TI F28069M

Hi,
I am working on PID tuning on Simulink to control temperature of a temperature chamber (plant). Now, I want to implement developed Simulink file on a real hardware using Arduino Mega 2560 R3 or TI F28069M. I am having only license of MATLAB, Control System Toolbox and Simulink.
Do I need Embedded Coder/Simulink Coder to implement Simulink file on the real hardware ?
