Undefined function 'decyear' for input arguments of type 'double'.
dec_year = decyear([year, month, day, hour, minute, second]);

The decyear function is part of Aerospace Toolbox. My guess is that you don't have this toolbox installed in your installation of release R2013a or R2013b but do have it installed in your installation of release R2015a or R2015b. Check the output of the ver function to test this guess. You would need to install this toolbox into your R2013* installation in order to use this function.
