what is non-local total variation regularizarition (NLTV)?

hai, I read one paper that is releted to image dehazing process. the NLTV is used for refined transmission estimation. any one can tell what is NLTV.

That means the regularization of the image I(x,y) is of the form

lambda(x,y) is non local parameter function >= 0
