How to get clear image from motion blur image

I am looking for m-script to get clear image from motion blur image. I have a dashcam image. Which has motion blur from that I want to read license plate number.

You can use an inverse filter but you need to know the PSF. Do you have a point in the image that you can say should be a perfect point, or possibly an edge that should be a perfectly sharp edge?

The part in a image in which I am more interested is not having lots of noise and blur. Other side of image is little bit clear. Image took at the night and also has lots of noise.
